(AP) --&lt;br /&gt;&lt;br /&gt;For the first time, it appears that more than half of all insured Americans are taking prescription medicines regularly for chronic health problems, a study shows.&lt;br /&gt;&lt;br /&gt;The most widely used drugs are those to lower high blood pressure and cholesterol — problems often linked to heart disease, obesity and diabetes.&lt;br /&gt;&lt;br /&gt;The numbers were gathered last year by Medco Health Solutions Inc., which manages prescription benefits for about one in five Americans.&lt;br /&gt;&lt;br /&gt;Experts say the data reflect not just worsening public health but better medicines for chronic conditions and more aggressive treatment by doctors. For example, more people are now taking blood pressure and cholesterol-lowering medicines because they need them, said Dr. Daniel W. Jones, president of the American Heart Association.&lt;br /&gt;&lt;br /&gt;In addition, there is the pharmaceutical industry's relentless advertising.     <content type="html">Helen Halpin is the Director of the Center for Health and Public Policy Studies and a health policy professor at UC Berkeley's School of Public Health.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;Medicare Fast Facts &lt;br /&gt;&lt;br /&gt;Medicare covers more than 35 million Americans ages 65 and older and nearly 6 million younger adults with disabilities.&lt;br /&gt;&lt;br /&gt;By 2031, the number of Medicare recipients is predicted to rise to 77 million. &lt;br /&gt;&lt;br /&gt;The government's 2002 projections show that currently 24% of Medicare recipients have no prescription drug coverage.     <content type="html">May 08, 2008 - Source: HIMSS&lt;br /&gt;Who Should Own Data Captured in Personal Health Records?&lt;br /&gt;&lt;br /&gt;Ninety-two percent of health care IT professionals said patients should own the data captured in personal health records, according to a survey by the Healthcare Information and Management Systems Society.&lt;br /&gt;&lt;br /&gt;Four percent of respondents said providers should own PHR data, while 1% said the company supplying the PHR should own the data. &lt;br /&gt;&lt;br /&gt;The survey also found that nearly half of respondents said that privacy and security issues are the biggest barrier to the use of a PHR. The sort where you don’t actually quite believe it could possibly be true, but you daren’t not believe it just in case.&lt;br /&gt;&lt;br /&gt;News broke this week about a Russian blogger, 21-year-old Savva Terentyev, who was arrested for “hate speech” and was this week officially charged, a “crime” for which he may face a fine equivalent to half a year’s annual wage for the annual Russian worker, or 2 years in jail with hard labour.&lt;br /&gt;&lt;br /&gt;His “crime” was to make a comment (not a post, just a comment) on the Livejournal of another blogger, Boris Suranov, in which he was critical about local police. When Terentyev was arrested in August 2007 his comment was forcibly deleted (by livejournal.ru management, presumably) but a screenshot of it has been preserved here.  Not that I expect any of my friendslist read Russian, but, you know.&lt;br /&gt;&lt;br /&gt;The website Pajamas Media reports the following response from our favourite Mr Nossik, whose position is unclear but he seems to have been at the time a very big fish in LJ.ru:&lt;br /&gt;&lt;br /&gt;“The ignorance of local judges often plays a role in the outcome of cases connected to the internet. I hope that with many journalists present, the judge will look at the essence of the case and not simply hand down a guilty verdict.” Nosik later said: “The people who launched the criminal case are trying in this way to portray police-turned-crooks as a social group that enjoys protection from Russian legislation. It seems to me that it ought be us who are protected by the law, not crooks.”&lt;br /&gt;&lt;br /&gt;And less than 4 months after this arrest, Livejournal.com was bought.... So, then knowledge is wasted power.&lt;br /&gt;&lt;br /&gt;In the blink of an eye.... &lt;a href="http://SpingergyDude.LiveJournal.com"&gt;Spinergy Dude awoke... &lt;/a&gt;&lt;br /&gt;&lt;br /&gt;And now, somehow, someway non of my disabilities will stop me from sharing how the US Medical Insurance Industry tried to RAPE me of my right to know my rights to appeal, made errors they are aware of, and how.... &lt;br /&gt;&lt;br /&gt;Millions and millions of people in the US with ALL disabilities, not just the easy to tell ones like me... For you see for 25 years and even on and off after I was disabled in ways not visable... And, yet I was disabled my entire life, and no one ever knew... &lt;br /&gt;&lt;br /&gt;Due to my diverse background, and a love to learn.... I would come to have the tools of knowledge to uncover or rather it presented its self to me.... &lt;br /&gt;&lt;br /&gt;Now if I missed one thing in my own fight for independence... Today right now... Instead of typing... &lt;br /&gt;&lt;br /&gt;I would be on the floor in severe pain even more than I am constantly anyway, because my medical insurance decided it would force me into isolation... &lt;br /&gt;&lt;br /&gt;In effect make me shamed of my self, feel worthless, lost like no hope, like I am not worthy of being human.... I would feel RAPED.... &lt;br /&gt;&lt;br /&gt;Because of something called business as usual... And, I am not anti insurance for profit... No. I am anti FRUAD by customers, and ANTI CRIMES committed by insurance companies who take advantage of an little know problem.... &lt;br /&gt;&lt;br /&gt;What was not counted on was I am one of about 2% of non professional laypeople who realize, understand, and can grasp the entire US Medical Health Care System all related laws, policy, ethics, and I can translate all of the double talk, techno babble into terms everyday people can relate to.... &lt;br /&gt;&lt;br /&gt;Only I can not write all that well, and even at that... Here  in pain right now.... &lt;br /&gt;&lt;br /&gt;I continue.... Aetna my medical insurance company is not the only one to break laws, prevent people from knowing the right to appeal... But, in four days I was able to go toe to toe with the top level Medical Director, who is on the Baord of Directors.... And, he overturned my denial... &lt;br /&gt;&lt;br /&gt;SpinerDude.LiveJournal.com where I am slowly going to do what I did to Aetna to the entire United States.... Become the formost expert in layperson speak on such boring, technical, medical , legal, and more that makes up our system we call the US Health Care System.... And, make it so it relates to YOU. &lt;br /&gt;&lt;br /&gt;Because, in the blink of an eye.... Anyone can end up.... Disabled. &lt;br /&gt;I speak for those who can not.</content>

Here is a great link.&lt;br /&gt;&lt;br /&gt;www.disabilitynow.org.uk&lt;br /&gt;&lt;br /&gt;If anyone knows of other disabled friendly sites, please feel welcomed to flood me with your links also. Just not ones selling stuff please. ;p &lt;br /&gt;&lt;br /&gt;I want to become a easy to find resource for people to find out rules and information in the US of course. But, now that I think about it... I bet, people all over need the same things... &lt;br /&gt;&lt;br /&gt;SO Fellow disabled advocates let's share those links with each other please. :) Let's make our networks easy to find for new people, and vets alike... No one could provide better customer service. &lt;br /&gt;Manual Labor: Landscaping - Was enjoyable, however in 1995 at age 25 a wierd work accident would leave me partially disabled. &lt;br /&gt;Sadly New York State Unemployment office would not provide any sort of help. Even job retraining, which is all I wanted. No, I need to earn everything I get. I saw my parents fraud the system, and promised I would never do that. &lt;br /&gt;&lt;br /&gt;1997 - I would have just finished teaching myself how to type, and use my Mac SE 30, then Power Mac PC to learn more about the Office Industry. I also taight myself how to use Photoshop, Quarke Express, and Illustrator (eventhough I hated that one. &lt;br /&gt;&lt;br /&gt;2 days after I begged to get back to working from my donated Rolls wheelchair, I would land my first job... A medical records auditor or a local Home Health Aid office for that Summer. &lt;br /&gt;&lt;br /&gt;OH, yeah I would learn that pain even level eight and ten... Would not affect my spirit, my mood, my ability to never give up... I never give up. &lt;br /&gt;&lt;br /&gt;Even having no college and being pushed through thr public school system as I was learning disabled, and was called retarded, and worse my entire life... I would never give up... &lt;br /&gt;I would work at Stanford University for a few years at the book store during rush. I also years later would work at R.I.T. same thing. What shocked everyone was I could converse al nearly any topic... I was always asked at both colleges if I was an undergrad student. And, they always looked stunned when I said, I read those books you buy for the fun of learning. &lt;br /&gt;&lt;br /&gt;Where I would end up working is Strong Memorial Hospital, where even the best they have to offer could not provide medical resolution to my medical condtions. In fact like this site here, I make sure I am the first or one of the first to locate anything at all connected to medical needs, and information. I never give up. And, I do not emplot bots, or spiders, or any automated system to keeo up on things... I am live and searchin constantly for news on anything that could lead to my being out of chronic pain. &lt;br /&gt;&lt;br /&gt;Well, after seven years of being around Dr's, and while I am not one, I was properly trained on how to triage people over the phone, and in person for dental emergencies, and often had to translate medical speak for many Dr's into layperson speak so patients could relate to the information in a way they would actually use it for the good it offered. Otherwise it is sad how little people really grasp or listen to this type of stuff. &lt;br /&gt;&lt;br /&gt;Due to my diverse background I would learn first hand just how many people in the US at least do not know they have rights. Not in the medical areas, in civil, as well as customer, and of course as patients. &lt;br /&gt;&lt;br /&gt;At age 35 just in 2005 I would be diagnosed by my wife of all people with Adult ADHD, turned out I was not learning disabled all those years. And, so I read, and sought out proper Dr's to train me to work with, and not fight my gifts... Well then due to trying to resolve my pain issue, my Dr's very well meaning accidently sent me into a full manic brealdown. I ended up in the mental wing of the very hospital I worked at. And, all I can say was it was a nightnmare to fight through all of that. I made it, and even my Dr who I see now every 6months is shocked that I am on hardly any dose of lithium, .04 in my bood, and I have bever even had one slip, or shift in the mood you see here online. I am back and like never before. &lt;br /&gt;&lt;br /&gt;You see 2005 was my rebirth, everything I thought I was, and understood changed... I could type, I could not converse, I actually sounded smart... Like I had always wanted to be... &lt;br /&gt;&lt;br /&gt;Then I got a nice job promotion, and pay increase when I went back to work at Strong Orthopaedics... Where as I had before in dentistry helped sign people in make appointments and advocate for them. &lt;br /&gt;&lt;br /&gt;I love helping people, and enjoy making people feel human again in a society where everything is about get them in and move them out... In one day on average I could sign in over 110 people. In one months time I would sign in an average of over 2,200 people. And, every last one got all of my full attention. I won awards, and my boss to this day nearly two years later has help my job open for me.I have never once asked, hinted or even bribed her to do so. And, just about anyplace I go people recognize me, even now in my wheelchair... &lt;br /&gt;&lt;br /&gt;I do not claim or pretend to be a Dr, nurse, and anything other than a layperson. If someone asks for ideas or tips, I always as I have with my patients... Learn about what you need to, then talk to your Dr. about anything before you try it. I am not trained to know what is best for you. &lt;br /&gt;&lt;br /&gt;And, sense 09-07 I have also found out I know a ton more information than I ever thought I knew,,, &lt;br /&gt;&lt;br /&gt;In 2005 I would also appeal the SSD system. 2-08 I would sit in front of the Administraive Law Judge... And, in less than 15 minutes leave with my appeal fully over turned. &lt;br /&gt;&lt;br /&gt;12-07 My providers sent a 30 page packet of predetermination in. 1-16-08 it was denied. &lt;br /&gt;After my appeal I wrote was denied... I knew something was very wrong. Not just the illegal stuff I called my insurance company on, and the error they made, and all the other medical details that they should have red flagged if legit medical professionals with licensure, and or full creddenitials as a Dr, and specialized in the feild of my particlure medical problem within reason. They would had caught all these things, and made sure that they got resolved before the intitial denial... &lt;br /&gt;&lt;br /&gt;4-25-08 I contact my insurance company by emial. 4-30-08 The head of complaints calls me, we finilize some details. Later that same day I get one more call and after a little head to head, point by point sparing... I deliver the KO punch... And, my denial was fully overturned. &lt;br /&gt;&lt;br /&gt;Sadly I can not write as well as I would like to be able to... And, to do what you see here.... Has wiped me out pretty much... &lt;br /&gt;&lt;br /&gt;However, I never give up, never. &lt;br /&gt;&lt;br /&gt;And, now I want to share this knowledge, and if I need to share it with a out of US news resource, as no on here is willing to dare step on the US Medical Insurance Industries toes...     <content type="html">US Medical Insurance Industry Rapes The Disabled... &lt;br /&gt;&lt;br /&gt;To anyone reading this what I am about to share is based on my life, and experiences. On 09-07 I would have a non-surgical treatment that would leave me fully disabled. For the next 2 months I would spend falling, even using donated crutches... And, once fallen would be inable to move due to severe chromic pain I am in... I spent many days laying in my own human waste. It was sub human and a hirrid way to live life... &lt;br /&gt;&lt;br /&gt;Do you know that the US Medical Insurance Industry is 100% fully aware of these issues, and still deny people medical access to what they medicaly need to be as independent as possible.&lt;br /&gt;&lt;br /&gt;Disabled people cover such a vast range of people that it is mind numbing... If my brother who is a functioning autisc stood next to me, he would not be seen as disabled. Yet, he has been his entire life. No, instead people see my wheelchair and say, oh look at the poor disabled man... &lt;br /&gt;&lt;br /&gt;WAKE UP PEOPLE - The US MEDICAL INMSURANCE INDUSTRY as in Medicare, Medicaid and everyone in it... RAPE The DISABLED PEOPLE! &lt;br /&gt;&lt;br /&gt;You may think why use that harsh a word? I will ask what word? Disabled... You will say no, (rolling your eyes), RAPE dumb gimp! And, you might even start with: Do you know how aweful it is, and how shamed, and worse people feel after being raped... &lt;br /&gt;&lt;br /&gt;YES, thanks for noticing the imprint Aetna left on my ass... I am glad you took a look and saw that this is what was done.&lt;br /&gt;&lt;br /&gt;Here is what happens: POW - I am disabled... I have new medical needs... My providers send my medical insurance a predetermination packet... DENIED it comes back... &lt;br /&gt;&lt;br /&gt;You request a copy of that packet... You call the insurance company... Ask for three different formats of your Rights as a member to appeal them yourself. They keep talling you, have your provider do it... YOU JUST GOT RAPED... How? They BROKE THE FUCKING LAW! They can not deny you the right to know this information. Yet, someone just did... And, if you did not keep nicely asking for the contact address, and office name... For over an hour... With this company humping your sad ass all the while saying: We rather deal with your medical provider... Translation = DAMN YOU GOT SUCH A TIGHT ASS I LOVE TO FUCK IT SO HARD... PLEASE NEVER STOP BEING SO EASY TO RAPE... &lt;br /&gt;&lt;br /&gt;Stripping people of the right to legally accessable knowledge is ABUSE. &lt;br /&gt;&lt;br /&gt;I State again I WAS RAPED BY MY MEDICAL INSURANCE COMPANY! &lt;br /&gt;&lt;br /&gt;They not only did the above things, no they wanted even more... So they did it more... Harder, longer deeper, hotter, oh soooo horny they are for DISABLED people they do anything to rape them of the medical access they need...&lt;br /&gt;&lt;br /&gt;And, Just like raped people they know the disabled person will feel shamed, lost, angry, confussed, and worse... Not anywhere near ready to think enough they have rights to stop this COLD int its tracks... &lt;br /&gt;&lt;br /&gt;I did that... &lt;br /&gt;&lt;br /&gt;I have the proof, I can show anyone else how to repeat what I did, and it is all 100% legal. Nothing I did broke the law, was non ethical, or made me think I might get caught... NOTHING. &lt;br /&gt;&lt;br /&gt;I can not state this enough times.... &lt;br /&gt;&lt;br /&gt;knowledge IS power, as long as people can grasp it.&lt;br /&gt;&lt;br /&gt;We have all of these laws, rules and such that are FREELY open to anyone to read it.&lt;br /&gt;Only if it was not so Techical, not so Specialized, Not so medical, not so legaleze... If only someone could read ERISA Section 502(a) and state what it really is... &lt;br /&gt;&lt;br /&gt;I will not allow my lack of ability to write stop me. Or my pain, or any thing else... &lt;br /&gt;&lt;br /&gt;ERISA S. 502(a) You need to prove 100% that what is being done to you, is not also being done to EVERTONE else equally. &lt;br /&gt;&lt;br /&gt;So even if you company is breaking the LAW and you can prove it... If they break the law equally with all people they deal with in regards to wheelchairs... Then ERISA will side almost always with the medical insurance company. PERIOD. &lt;br /&gt;&lt;br /&gt;ERISA was never meant to help, or protect us people from the ABUSE of the US medical insurance industry... Why is it nothing can step in while appeals are taking place internally with a company to SMACK them upside the DICK and remove it from my ass, and stop them from raping me? &lt;br /&gt;&lt;br /&gt;SIMPLE... The ENTIRE 100% of it: US Medical Insurance System, AS Well as 100% of the US Medical Professional Industry are fully aware of these issues.... Yet... NOTHING to this time has been said about it... &lt;br /&gt;&lt;br /&gt;WANT TO KNOW WHY? GREED! &lt;br /&gt;&lt;br /&gt;I am not anti profit making, I am anti customer fraud just as much. BUT I PROMISE that what the US MEDICAL INSURANCE INDUSTRY does makes fraud look like smack talk back to your parent... Where as what the USMID does is just plain and simple EVIL and RAPE... &lt;br /&gt;&lt;br /&gt;They abuse rights that they KNOW over 98% of Amercians working today have no idea they even have...     <content type="html">Rights denied&lt;br /&gt;&lt;br /&gt;The human rights of people with learning difficulties are being ignored in many areas, said a report last week from the parliamentary joint committee on human rights. Despite improvements in some areas, says the report, such as the closure of long-stay hospitals, the healthcare system still fails too many people – and there are a worrying number of cases of abuse, neglect and hate crime. &lt;br /&gt;&lt;br /&gt;Andrew Dismore, who chairs the committee said: “It is extremely depressing to see, 10 years after the introduction of the Human Rights Act, the way people with learning difficulties are treated when using our services.” &lt;br /&gt;&lt;br /&gt;The report concluded that “the evidence seen by the committee shows that it is still necessary to emphasise that adults with learning difficulties have the same human rights as everybody else” and recommends action to.....&lt;br /&gt;&lt;br /&gt;The issues identified in the report are not new. &lt;br /&gt;My brother is in this area of disabled people. And, you know insurance tried to deny him as well... &lt;br /&gt;&lt;br /&gt;DISABILITY IS NOT JUST WHEELCHAIR USERS... Car Accidents disable people all the time, yet the poeple can walk... They may have brain damage... WHAT WILL YOU DO IF YOU ARE THAT PERSON? &lt;br /&gt;&lt;br /&gt;I want to share, and spread the rules and such in LAYPERSON SPEAK... Technical Talk, Legal Talk, and all ARE POINTLESS on people who can not grasp it. They CAN NOT RELATE... As in they do not get it. &lt;br /&gt;&lt;br /&gt;Maybe this is what is really wanted... Maybe if the people are left in the dark, more money can be ripped off of them ilegally... I was DENIED MY RIGHTS to know how to appeal my insurance comany... Yet, this is just fine... Why? It is not you. If it was you who had been denied you would not be sitting there doing nothing.&lt;br /&gt;&lt;br /&gt;Read the entire article by people who can write... The voice of persons with disabilities is ...&lt;br /&gt;&lt;br /&gt;The International Day of Disabled Persons aims to promote an understanding of disability issues and mobilize support for the dignity, rights and well-being of persons with disabilities. It also seeks to increase awareness of gains to be derived from the integration of disabled persons in every aspect of political, social, economic and cultural life. &lt;br /&gt;&lt;br /&gt;The observance of the Day in 2003 will focus on giving a voice to the human experiences of disabled persons. The voice of persons with disabilities is seldom heard in the mainstream media. When persons with disabilities are portrayed, they are either stereotyped or presented as an inspiration for “overcoming” a disability. Observance of the Day should therefore be used to offer an opportunity for persons with disabilities to speak for themselves. &lt;br /&gt;&lt;br /&gt;The theme of the Day is based on the goal of full participation and equality of persons with disabilities in social life and development, established by the World Programme of Action concerning Disabled Persons, adopted by the General Assembly in 1982. During the almost twenty years since the adoption of the World Programme of Action, initiatives have been taken to realize its goals worldwide. &lt;br /&gt;&lt;br /&gt;Completing ten years, the Standard Rules on the Equalization of Opportunities for Persons with Disabilities represent a strong moral and political commitment of Governments to take action to attain equalization of opportunities for persons with disabilities. To be most effective in communicating with Congress, it is helpful to know the titles and principal functions of key staff. &lt;br /&gt;&lt;br /&gt;Commonly Used Titles:&lt;br /&gt;&lt;br /&gt;Administrative Assistant or Chief of Staff:&lt;br /&gt;The Administrative Assistant reports directly to the member of Congress. He/she usually has overall responsibility for evaluating the political outcome of various legislative proposals and constituent requests. The Admin. Asst. is usually the person in charge of overall office operations, including the assignment of work and the supervision of key staff.&lt;br /&gt;&lt;br /&gt;Legislative Director, Senior Legislative Assistant, or Legislative Coordinator:&lt;br /&gt;The Legislative Director is usually the staff person who monitors the legislative schedule and makes recommendations regarding the pros and cons of particular issues. In some congressional offices there are several Legislative Assistants and responsibilities are assigned to staff with particular expertise in specific areas. For example, depending on the responsibilities and interests of the member, an office may include a different Legislative Assistant for health issues, environmental matters, taxes, etc.&lt;br /&gt;&lt;br /&gt;Press Secretary or Communications Director:&lt;br /&gt;The Press Secretary's responsibility is to build and maintain open and effective lines of communication between the member, his/her constituency, and the general public. The Press Secretary is expected to know the benefits, demands, and special requirements of both print and electronic media, and how to most effectively promote the member's views or position on specific issues.&lt;br /&gt;&lt;br /&gt;Appointment Secretary, Personal Secretary, or Scheduler:&lt;br /&gt;The Appointment Secretary is usually responsible for allocating a member's time among the many demands that arise from congressional responsibilities, staff requirements, and constituent requests. The Appointment Secretary may also be responsible for making necessary travel arrangements, arranging speaking dates, visits to the district, etc.&lt;br /&gt;&lt;br /&gt;Caseworker:&lt;br /&gt;The Caseworker is the staff member usually assigned to help with constituent requests by preparing replies for the member's signature. The Caseworker's responsibilities may also include helping resolve problems constituents present in relation to federal agencies, e.g., Social Security and Medicare issues, veteran's benefits, passports, etc. There are often several Caseworkers in a congressional office.&lt;br /&gt;&lt;br /&gt;Other Staff Titles:&lt;br /&gt;Other titles used in a congressional office may include: Executive Assistant, Legislative Correspondent, Executive Secretary, Office Manager, and Receptionist.</content>

    <title>The Legislative Process</title>

    <content type="html">The Legislative Process&lt;br /&gt;&lt;br /&gt;* Communicating with...&lt;br /&gt;* Visiting Capitol Hill&lt;br /&gt;* Congressional Staff&lt;br /&gt;* The Legislative Process&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;Introduction: &lt;br /&gt;&lt;br /&gt;Anyone may draft a bill; however, only members of Congress can introduce legislation, and by doing so become the sponsor(s). There are four basic types of legislation: bills, joint resolutions, concurrent resolutions, and simple resolutions. The official legislative process begins when a bill or resolution is numbered - H.R. signifies a House bill and S. a Senate bill - referred to a committee and printed by the Government Printing Office. &lt;br /&gt;&lt;br /&gt;Step 1. Referral to Committee:&lt;br /&gt;&lt;br /&gt;With few exceptions, bills are referred to standing committees in the House or Senate according to carefully delineated rules of procedure. &lt;br /&gt;&lt;br /&gt;Step 2. Committee Action:&lt;br /&gt;&lt;br /&gt;When a bill reaches a committee it is placed on the committee's calendar. A bill can be referred to a subcommittee or considered by the committee as a whole. It is at this point that a bill is examined carefully and its chances for passage are determined. If the committee does not act on a bill, it is the equivalent of killing it. &lt;br /&gt;&lt;br /&gt;Step 3. Subcommittee Review:&lt;br /&gt;&lt;br /&gt;Often, bills are referred to a subcommittee for study and hearings. Hearings provide the opportunity to put on the record the views of the executive branch, experts, other public officials, supporters and opponents of the legislation. Testimony can be given in person or submitted as a written statement. &lt;br /&gt;&lt;br /&gt;Step 4. Mark Up:&lt;br /&gt;&lt;br /&gt;When the hearings are completed, the subcommittee may meet to "mark up" the bill, that is, make changes and amendments prior to recommending the bill to the full committee. If a subcommittee votes not to report legislation to the full committee, the bill dies. &lt;br /&gt;&lt;br /&gt;Step 5. Committee Action to Report A Bill:&lt;br /&gt;&lt;br /&gt;After receiving a subcommittee's report on a bill, the full committee can conduct further study and hearings, or it can vote on the subcommittee's recommendations and any proposed amendments. The full committee then votes on its recommendation to the House or Senate. This procedure is called "ordering a bill reported." &lt;br /&gt;&lt;br /&gt;Step 6. Publication of a Written Report:&lt;br /&gt;&lt;br /&gt;After a committee votes to have a bill reported, the committee chairman instructs staff to prepare a written report on the bill. This report describes the intent and scope of the legislation, impact on existing laws and programs, position of the executive branch, and views of dissenting members of the committee. &lt;br /&gt;&lt;br /&gt;Step 7. Scheduling Floor Action:&lt;br /&gt;&lt;br /&gt;After a bill is reported back to the chamber where it originated, it is placed in chronological order on the calendar. In the House there are several different legislative calendars, and the Speaker and majority leader largely determine if, when, and in what order bills come up. In the Senate there is only one legislative calendar. &lt;br /&gt;&lt;br /&gt;Step 8. Debate:&lt;br /&gt;&lt;br /&gt;When a bill reaches the floor of the House or Senate, there are rules or procedures governing the debate on legislation. These rules determine the conditions and amount of time allocated for general debate. &lt;br /&gt;&lt;br /&gt;Step 9. Voting:&lt;br /&gt;&lt;br /&gt;After the debate and the approval of any amendments, the bill is passed or defeated by the members voting. &lt;br /&gt;&lt;br /&gt;Step 10. Referral to Other Chamber:&lt;br /&gt;&lt;br /&gt;When a bill is passed by the House or the Senate it is referred to the other chamber where it usually follows the same route through committee and floor action. This chamber may approve the bill as received, reject it, ignore it, or change it. &lt;br /&gt;&lt;br /&gt;Step 11. Conference Committee Action:&lt;br /&gt;&lt;br /&gt;If only minor changes are made to a bill by the other chamber, it is common for the legislation to go back to the first chamber for concurrence. However, when the actions of the other chamber significantly alter the bill, a conference committee is formed to reconcile the differences between the House and Senate versions. If the conferees are unable to reach agreement, the legislation dies. If agreement is reached, a conference report is prepared describing the committee members recommendations for changes. Both the House and the Senate must approve of the conference report. &lt;br /&gt;&lt;br /&gt;Step 12. Final Actions:&lt;br /&gt;&lt;br /&gt;After a bill has been approved by both the House and Senate in identical form, it is sent to the President. If the President approves of the legislation he/she signs it and it becomes law. Or, the President can take no action for ten days, while Congress is in session, and it automatically becomes law. If the President opposes the bill he/she can veto it; or, if he/she takes no action after the Congress has adjourned its second session, it is a "pocket veto" and the legislation dies. &lt;br /&gt;&lt;br /&gt;Step 13. Overriding a Veto:&lt;br /&gt;&lt;br /&gt;If the President vetoes a bill, Congress may attempt to "override the veto." This requires a two thirds roll call vote of the members who are present in sufficient numbers for a quorum.</content>

And, my medical insurance company... &lt;br /&gt;&lt;br /&gt;What would begin as a fight for my own independence as a newly fully disabled person, would soon grow into a much more severe problem that until now, had no voice.  I did live for just over two months where when I fell due to the severe chronic pain I live with I could not get back up or crawl to the toilet fast enough to avoid making a mess... If it was not for my becoming fully disabled I would had never discovered what I did as I did.&lt;br /&gt;&lt;br /&gt;My issues aside, as I am not advocating for my needs now, and can not sit idle as more people pay the price. I was able to use my layperson skills and knowledge to inadvertently uncover an real ugly secret, that if not for my diverse background and pure determination to never give up, I would today be again living in my own waste.&lt;br /&gt;&lt;br /&gt;I was able to find an error in my denied predetermination packet, I called the insurance company instantly as soon as I found it, I also had before I appealed them myself requested in three different formats my full complete rights to appeal as a customer/member. They flat out denied my access to that important information. They stated we would rather have the provider appeal and not you. I also got them to own and accept 100% ownership of the error they made, and had them contact the person who made it. I did this on the phone behind the scenes thinking this was a minor little oversight... A few days later I was told sorry we realized the error is ours, but we refuse to re-open the initial request now that we denied it. And, I also made the point of mentioned five or more times that they denied my right to information I had the right to know. They hardly acknowledged it when I mentioned that this was illegal. &lt;br /&gt;&lt;br /&gt;I decided to review all of my information with a fine toothed combe and found a few overall miner issues in my case. However these issues proved also that at no time had the so called nurse that is on my initial denial letter ever actually read my information. As these issues are the kinds that raise medical red flags. They are not consistent throughout the entire packet of information, and so I left out key details to test my insurance companies legal honesty. The gloves came off, and I rolled the dice, and I had also collected medical evidence in the form of clinical studies, medical statements, and more showing my appeal letter was on its own 99.9% medically correct. As in I painted the picture of my need that clear before ever seeing this other information.&lt;br /&gt;&lt;br /&gt;4-25-08 by Email I contact my insurance company, and on 4-30-08 they call me and the contact who I am speaking with is highly concerned about my level of satisfaction, and puts me on the spot to use my last appeal... I then stated my medical needs verbally, and they needed me to resend some medical documents I sent with my email... I restated the medical need, the lack of medical science knowledge, and offered for them to call anyone connected to my care... Ask them anything you need. I need not ever know. I called them on every issue, and imagine the surprise when they acted like a document I have in my hands was not in the data base they read not long before... And, when I provided the dates, times, and people and what was talked about, and also explained that should I decide to ask for ALL of my information in regards to this request case to be sent, if it does not match perfectly what I have in my hands right now, well I know my full rights as a customer, I understand the entire medical system, its rules, laws, and such and ERISA is nothing but a clever way to protect you. &lt;br /&gt;Let me make this perfectly clear to you, that I proved my case 100% medically, and was not out seeking what else I discovered. I can not feel sure that you will change things so this does not happen again. As I mentioned this, my contact stated I read all of the pre-determination packet and can not locate that one page, but I found that your wheelchair fitter did not mention you owning a wheelchair, and she mentioned a few other issues, and stated I am a non clinical person, and I stated I am a mere layperson, yet we found all the issues with this, how can you expect me to take your companies word that a licensed, or fully accredited Dr, in a related field of my particular and unique set of medical conditions? I mean any medical personal would has caught these issues and resolved them, and when I called a little while back and asked your company to resolve these things as I was sure it was a little issue... &lt;br /&gt;&lt;br /&gt;Well, I in the end they did nothing at all to change the way they do things, and nothing at all to help me not need to speak up for those who can not. You see my issue was just me, and now I know of a much bigger one, and I own it now... And, once you read this you will own it also... So if this sits idle and people suffer, and worse... I will hold all of you 100% just as accountable for this problem as I do not just my medical insurance company as working for Strong Memorial Hospital for seven years where I loved helping my patients and I advocated for them... And, only had a little peek at this even with my being partially disabled from 1995 to 09/07 when I become fully disabled... &lt;br /&gt;&lt;br /&gt;I leave you thinking about a few things now: If I had missed a single little detail, I would be living in my own waste right now. My adult ADHD and all will not prevent me from speaking up now... I have contacted Senator Clinton, and others, and nothing yet... &lt;br /&gt;&lt;br /&gt;But, who I speak for are the people with disabilities, and I will not be supercrip for you, I will not be super anything to prove my worth to any of you... I am asking that you of the press, and government prove your worth to me, and those I speak for now... I am tired of this abuse, and I will never give up, never... I am pure determination and gimpy or not I will be heard... Here is why... &lt;br /&gt;&lt;br /&gt;How many people from the time medical insurance as we know it today have been denied if we took a look into the information submitted and the appeals, and other information if any.... Missed the same things I found? That means countless million of people suffered, lost the ability to remain sane ( was one of those due to adverse reactions to medicine I was on and closely watched, I fought that hell as well) how many people will be forced to go homeless? jobless? divorce? and how many will kill themselves thinking they have no other choice? How many died because the best medical access was denied all due to the insurance companies own errors? &lt;br /&gt;&lt;br /&gt;Disability was something I never heard of growing up, oddly today I have never felt more able in all of my life, and yet... To look at me I can hardly do much with out severe pain... I have a billion dollar attitude, and that is why I am not disabled. Not enough to accept my wheelchair from the insurance company who was willing to let be suffer in forced isolation, then when I bring this all up to them, they do nothing at all to provide me any feeling they will stop it... &lt;br /&gt;&lt;br /&gt;Well, kids have a voice, schools, even animals, yet we disabled are left to die in emergency situations where entire cities ignore us... We are made fun of, and lazy people block out access to parking, and buildings are not ADA compliant, and yet able bodied people complain the most about non issues really. &lt;br /&gt;&lt;br /&gt;I dare anyone I sent this to to interview me... I dare you to give me a chance to be a voice for those who can not. I do not imagine you will though. Proof in hand or not, you will more than likely allow the medical insurance industry to go on doing what it has... Until one day you become disabled. I pray that none of you ever do, it is a horrid system if you lack the knowledge I want to share for free. I contacted PBS... I contacted the Melinda and Bill Gates people and others... So far it seems no one cares about the fact that roughly 98% of the working aged US population lacks the understanding of the system we all the US Health Care System and I know how to connect with them... I want to write books, be on PBS to record the information for future generations as it is timeless... And, it grows, and changes with times, and systems... &lt;br /&gt;&lt;br /&gt;But... This covers babies, toddlers, children, teens, young adults, middle aged adults, and the elderly... So does anyone want to help me, help myself, as I help those who can not? I am so happy to know these people every year for the last seven I worked at Strong Memorial Hospital have no problems asking us to donate to them as individuals, and not have the choice to keep the money local that we donate...
